That makes sense to me. If I were a tol'vir mage in the desert and I had my choice of element, I doubt I'd choose to be a "fire wizard" or "sand wizard." We've got plenty of that already! ICE WIZARD, and I'd be the COOL CAT in town (literally, in this case).
