Yeah, you can pretty much figure any character was recruited by the NCR, maybe willingly or not. The most dangerous ones might be wearing 'probation collars' or leg irons that shock them if they get too far away from their sergeant... Which could be a problem if the sergeant dies or gets sick. :)
